1099-G Tax Form

Am I required to report Unemployment or CARES Act payments on my taxes? 

  • Yes, all payments received under any unemployment claim are subject to federal tax withholdings and are required to be reported on your income taxes.

When to Expect Your 1099-G? 

  • Once your 1099-G is prepared, it will be available to view and download online in Customer Self Service (CSS).
  • A hard copy of your 1099-G will also be mailed to your address of record with VEC by January 31, 2026.

Changed Your Address?

  • If you moved and did not update your address before the end of 2025 you must complete the Request for Information Change form, include all documentation and submit the form by fax to the number provided on the form.
  • Fax: 804-786-6434
  • Online address changes will NOT update your address for your 1099-G.
  • Once the form and required documentation have been received, a paper copy will be mailed to your new address, and you may also find a copy of the original 1099-G online in your CSS account.

Submitted your Request for Information Change Form and still haven’t received your 1099-G?

If you haven’t received your 1099-G by February 15, 2026:

  • First, check Customer Self Service (CSS) to see if it’s available online.
  • If you don’t see it there or need a paper copy mailed to you, call 866-832-2363 or submit the Customer Web Form.

Received a 1099-G but didn't file for benefits? 

Are you a victim of identity theft related to unemployment benefits? 

When I filed my claim, I said I wanted taxes withheld. Why were the taxes not taken out? 

  • Taxes were withheld for regular UI.
  • We cannot withhold taxes from federal and pandemic programs or retroactive benefits paid by check. 

Are state taxes withheld from benefits? 

  • No, benefits are not subject to state taxes.

Why did I get a 1099-G if I only had an overpayment?  

  • If your benefit payments were applied to your overpayment, you are still required to report those payments on your income taxes.
  • As you repay your overpayment, you will receive a 1099-G form for each year you make payments. The amount repaid during that tax year will appear in IRS Box 2 and should be reported on your taxes. 

What does the dollar amount on the line “State or Local Tax Refunds, Credits or Offset line (IRS Box 2)” refer to? 

  • This box provides the amount of benefit overpayment you repaid to the VEC in the calendar year 2025.

The dollar amount of benefits I was paid does not match the dollar amount stated on my 1099-G. How do I get this corrected? 

  • Any withholding such as child support or federal taxes will still count as taxable payments in full, even though you do not receive those funds.

My tax preparer needs the VEC FEIN — where can I find it?

  • The Virginia Employment Commission FEIN is 54-6001795. You can also find this number on your 1099-G form.
